Summary

This hyperscale colocation programme involved the delivery of large-scale greenfield and brownfield campus developments across Europe, ranging from 40MW to 90MW per facility. Operating within high-value, technically complex infrastructure programmes, the role required independent client-side technical oversight focused on resilience, delivery assurance and risk-informed decision-making throughout design and construction stages.

Acting as independent Technical Advisor, the scope included senior-level review and challenge of power and cooling strategies, phased delivery frameworks, resilience concepts and key technical interfaces across campus-scale developments. The role also involved supporting governance and assurance activities within FIDIC-based delivery structures, reviewing contractor and vendor submissions, assessing change proposals and advising on high-impact technical decisions affecting programme, operational and commercial outcomes.

During live construction phases, technical assurance and risk-based oversight were maintained through targeted review of critical design gateways, interface coordination and issue escalation processes, ensuring alignment with client objectives and delivery risk management strategies across multiple concurrent projects.

This project demonstrates AFEC’s capability to provide independent technical advisory services for complex hyperscale developments, combining strategic oversight, risk-led technical review and delivery assurance across large-scale mission-critical infrastructure programmes.
